Abstract
Given the significance of the Uzbek market as a key export target for Iran, this study examines unused export capacities and proposes a model for export development to this country. The research aims to identify products with competitive advantages in Iran and provide strategies to leverage existing export capacities. In the quantitative section, using indicators such as trade complementarity and simple trade potential, Iran's export capabilities to Uzbekistan were assessed. The results showed that among the examined products, oils derived from petroleum and bitumen have the highest export potential, yet Iran has utilized only 5% of this market capacity. To exploit the remaining 95% unused capacity and focus on exporting higher value-added products, a qualitative approach was employed using thematic analysis and expert interviews to design an export development model. This model includes six main themes: enhancing industrial capabilities, establishing strategic trade relations, effective marketing and promotion, export facilitation and support, developing scientific and technological collaborations, and developing sustainable agricultural partnerships. The findings of this research can significantly assist policymakers and economic actors in formulating export development strategies and utilizing the potential of the Uzbek market.
