آسیب شناسی و شناسایی تواناسازهای حمایتی از صادرات شرکت‌های کوچک و متوسط

چکیده

در عصر حاضر در همه کشورهای توسعه‌یافته و در‌حال‌توسعه حرکت به سمت سرمایه‌گذاری روی شرکت‌های کوچک و متوسط [1] افزایش‌یافته است. شرکت‌های کوچک و متوسط به دلیل ساختار انعطاف‌پذیری و پویایی که دارند به‌راحتی می‌توانند خود را با تقاضاهای مشتریانی که نسبت به گذشته تغییر سلیقه داده، انطباق دهند و وارد بازارهای کشور‌های مختلف شوند. از طرفی به دلیل این‌که شرکت‌های کوچک و متوسط سهم بزرگی از اشتغال و تولیدات کشور‌های توسعه‌یافته و درحال‌توسعه را تشکیل می‌دهند، سیاست‌گذاری‌ها به سمت حمایت بیشتر و فعال کردن این بخش از اقتصاد سوق پیدا‌کرده است. بر این اساس پژوهش حاضر به شناسایی تواناسازهای حمایتی از SME‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌ها پرداخته است. این پژوهش از نظر هدف کاربردی و از لحاظ روش تحلیلی است. به‌منظور شناسایی عوامل ضمن مرور اسناد و مستندات 7 سازمان زیر نظر وزارت صنعت، معدن و تجارت (سازمان صنایع کوچک و شرکت شهرک‌های صنعتی، سازمان توسعه تجارت، صندوق ضمانت سرمایه‌گذاری صنایع کوچک، صندوق ضمانت صادرات، سازمان گسترش و نوسازی، بانک صنعت و معدن، سازمان حمایت از مصرف‌کنندگان و تولیدکنندگان) و مصاحبه نیمه ساختاریافته با خبرگان آگاه از روش کیفی تم استفاده‌شده است. نتایج پژوهش تم و مصاحبه به 6 تم اصلی (شامل حمایت مالی و اعتباری، حمایت تجاری، حمایت زیرساختی، حمایت اطلاعاتی و دانش، قوانین و مقررات تسهیل‌گر، حمایت اجتماعی و فرهنگی) طبقه‌بندی و به 31 تم فرعی منجر شد.

Pathology and Identification of export enablers of small- and medium-sized enterprises in Iran

چکیده [English]

Today, in both developed and developing countries, there has been increasing attention to investment in small- and medium-sized enterprises (SMEs). Due to their flexibility and dynamism structure, SMEs could easily adapt themselves to the demands of customers, who have changed their styles rather than the past and seek various products and enter into the market of different countries. On the other hand, because SME's make a large share of employment and products in developed and developing countries, policies have pushed toward greater support and activation of this sector. According to this, the present study is aimed at investigating the empowerment of SMEs. This research enjoys the use of an applied and analytical method. In order to identify the factors, documents of 7 organizations under the Ministry of Industry, Mine and Trade of Iran (Small Industries and Industrial Parks Organization, Trade Promotion Organization of Iran, Investment Guarantee Fund, Export Guarantee Fund of Iran, Industrial Development and Renovation organization of Iran, Bank of Industry & Mine and Consumers and Producers Protection Organization) were reviewed, and semi-structured interviews of experts were used through qualitative thematic analysis. The results of content analysis and interview with experts were classified into six main criteria (including financial and credit support, trade support, infrastructure support, information and knowledge support, facilitating rules and social and cultural support) and led to 31 subcriteria.
