With all the importance and vital position of the quality management system in organizations, it is felt that there should still be clearer and more accessible bases provided to managers and organizations. The purpose of this research was to identify and rank the factors affecting the effectiveness of quality management systems and financial performance of small and medium enterprises in the food industry of Tehran. The statistical population of this research is small and medium enterprises of food industry of Tehran that members of the statistical society include 2200 managers and experts of these companies, which were selected by using Cochran formula 325 people.The method of research sampling is a random method. In this research, we first identified the criteria (factors affecting quality management systems) and for this purpose, a questionnaire was designed which was used in this questionnaire from the Likert scale to measure opinions of individuals. Then, through AHP technique, a pairwise comparison of alternative was performed and the weight of the criteria was determined, which ultimately obtained the prioritization of the criteria. To analyze data used SPSS and ExpertChoice software. The results indicate a significant relationship between the effectiveness of quality management systems and financial performance of small and medium enterprises. Also, among the factors influencing the effectiveness of quality management systems, the "Organizations’ attributes" with a relative weight of 0/384 have the most important and sub criteria "Employees’ attributes" with a relative weight of 0/307 in the next priority. The sub criteria of the "external environment", "system requirements" and "Internal business motives" respectively, with weights of 0/281, 0/161, and 0/098 were ranked third to fifth.
