سطح توسعه یافتگی بازارهای مالی در گزارش رقابتپذیری مجمع جهانی اقتصاد در سال 17-2016، نشان از ناکارآمدی بازارهای مالی در ایران است. از آنجاکه نظام تامین مالی در کشور بانک محور است، عمده علت این ناکارآمدی ناشی از کارکرد نظام بانکی کشور است. هرچند ایران از لحاظ تعداد واسطههای مالی در بازار بانکی نسبت به جمعیت وسیع خود در مقایسه با سایر کشورها وضعیت بهتری دارد. با این حال، از نقطه نظر کیفیت واسطهگری مالی، عمق مالی و هزینههای تجهیز منابع در وضعیت مطلوبی قرار ندارد. سلطه مالی دولت و گستره مداخلات دستوری دولت در سیاستهای پولی و اعتباری عملاً امکان عمق بخشی به بازار مالی را محدود کرده است. علاوه بر این، فقدان سیاست صنعتی منسجم و اولویتبندی سرمایهگذاریهای صنعتی خود عاملی دیگری در تخصیص غیربهینه منابع مالی محدود است. از طرفی، هزینه تجهیز منابع مالی در ایران در مقایسه با سایر کشورها بالا است و این امر استحکام مالی بانکها و کفایت سرمایه آنها را با چالش کشیده است. مهمترین رویکردهایی کلی برای تغییر پارادایمی در نظام بانکی کشور شامل تدوین برنامهای جهت استفاده از ظرفیتهای نهادهای مالی خارجی، اصلاح رابطه دولت با نظام بانکی از طریق کاهش تسهیلات تکلیفی، رفع سهمهای اعتباری، آزادسازی تدریجی نرخها، برنامهای روشن برای تقویت نقش واسطهگری مالی از طریق آموزشهای کاربردی، تنوع بخشی به واسطههای مالی، یکپارچهسازی نظارت در بازار مالی خواهد بود.
In the World Economic Forum of Global Competitiveness Report (2016-17) in terms of financial development market, implies the inefficiency of Iran’s financial market. Since Iran’s financial system is bank-based, the main reason for this inefficiency is related to the performance of banking system. In terms of the number of financial intermediaries in the banking system, Iran has a better situation than other countries. However, in terms of the quality of financial services, financial depth and cost of resource mobilization, Iran’s banking system condition is not desirable. Fiscal domination and government interventions in monetary and credit policies has limited financial depth. In addition, on one hand the lack of a coordinated industrial policy and industrial investments priorities have led to non-optimal resource allocation. On the other hand, the cost of resource provision in Iran is high compared to other countries, which has challenged the banks’ financial strength and their capital adequacy. The most important approaches to paradigm shift in Iran’s banking system include the development of program to absorb foreign resource, reform of the relationship between government and banking system by reducing imposed loans, credit shares elimination, interest rates liberalization, improvement of financial intermediation role through practical training, financial intermediaries diversification as well as integrated supervision on the financial market
